on which site are you trying to use that ?
if your site, you can change the settings for avatars ;)
and yes, if that didnt work, resize the image to a smaller resolution and save as bitmap ;)
 
Displays a small graphic image below your details in posts. Only one image can be displayed at a time, its width can be no greater than 150 pixels, the height no greater than 150 pixels, and the file size no more than 12 KB.

one thing more this avater and sig does't suit me !! i have + 3K post on forum
please give me some special if u can

So you need a image less than 12kb in size.
Quality will obviously be bad, in pixels.
But tried my best :

and yes, without you telling me what kind of siggy you need, how can i design it ??
