So where is FilesPayouts actually getting its money from? I doubt that pop-up ads alone are enough to cover such high payout rates.

In my opinion, whether someone uploads TV shows or software doesn’t matter as much as the type of traffic the website is receiving. I personally get 80% of my traffic from the USA. And yes, if a website has ads and most of its visitors are from low-tier countries, the revenue will naturally be lower. On the other hand, if the traffic is from the USA, then the ad income is much higher. That’s why the admin tends to pay more to users who bring in Tier 1 traffic.

Believe me, these days it’s less about where the traffic is coming from, and more about what type of content is being uploaded. The kind of ads this guy is running doesn’t rely heavily on geo-targeting anymore. Instead, it relies on specific file types that drive high user demand — mainly software and games.
So if you're an uploader in those categories, he'll bend over backwards to keep you around — because his whole model depends on that. Without them, the whole operation falls apart. That’s why, in setups like his, file type comes first — country traffic comes second.
