We have considered it, and we will be adding webmoney soon, along with other payout methods. We just cannot tell you an exact date on when they will be implemented, because it doesn't depend only on us.
It's already been replied. We will monitor the incoming traffic from Spain and we will see how it goes. For now, the current traffic we have from Spain doesn't justify moving it to any other group.
Check again the upload speeds.
Also, after tomorrow, upload speeds will be even better, because we installed some new servers and we just have to finish some configuration.

As already said many times on this thread, storage for registered free users will not be increased. You can upgrade to premium for unlimited storage.
And FTP access is only for premium users.
All other upload methods are open to everyone.
