Which is better for uploading to FJ - NL Server or USA server ?

Files up to 5GB, there is no download/upload limit.

USA is better overall but EU gives good speeds too as long as your sources are capable of it.

Other evidence is the amount generated of my refs in my stats. You can compare last day with others days, the amount has decreased considerably.
