DMCA is a US law
Any site with foreign countries tld(not .com , .net , .org ) and hosting in other countries apart from US don't follow DMCA
However they may have similar laws but with a different name

I am still testing fileking, I have reasons to belive that they indeed don`t reply to dmcas.

upload your own file on several filehosts then send them a dmca mails with another company's details
use a service like http://www.emkei.cz/ to spoof the mail address to make it look like it came from a real company
i think this is the best way but dont use your real ip when doing this
