what are the filehost that not cheat on PPD counting?

IMHO there's no 100% assurance that a file host would count PPD hits/earnings, unless you're a staff yourself in that file host who monitors it. They might set up count cooldowns, they might only count completed downloads, and there might be some uncommon glitches that results on miscounts. Who knows?
