I tested file.al for a week and I like it a lot so far.

They also let you set your own custom download delay time, time between downloads, and download speed for free users.

File.Al is the worst free file hoster which I know. I have tried to download an 80mb file and failed at least 10 times. There is an interruption and the download cannot be resumed, starts from 0 again.
