What is different 1Gb best effort and 1Gb Level3?

Best effort, means that at peak times, the speed can go down a little. Level3 FULL.
If you get a better price with these features tell us, we will try to cover. :)

It looks like your template has been optimized for only high-resolutions, so this portal looks like retarded on 1280x1024 and lower resolutions.
