I think the fact that failure to pay is not the fault of paypal. There are many managers pay as AlertPay, MoneyBookers, bank transfer ... Paypal put the bad guy and, frankly, I DO NOT BELIEVE IT!

so if their money is locked in paypal how do they get money to pay you with alertpay moneybookers bank transfer?

I had an identical problem with Paypal and they blocked me money. There is a legal limit to get my money frozen and not even 24 hours passed until I solved the problem. Honestly, I think a lie they are telling you because the first thing they would have done would stop selling premiums with Paypal, because I do not think they see the money ...
