I bought something last week, and they said they delivered it on tuesday, but it still hasn't come, they sent it 2nd class tuesday, so do you think they're ripping me off or what?

He does have low number of ratings but the level of the rates is good, 100%. So I suggest you wait a bit longer, like a day or two. If the date specified for the product arrive is way off, then I guess you try mailing him. I think you should just try mailing him right now asking the situation.

I messaged him friday, telling him it never came, he replied saying if it hasn't come by tomorrow (saturday) to tell him, so I messaged him about 4oclock on saturday and haven't received a reply, but on ebay, you know the delevivery icon? the box thing? well it says not deleivered, is that to cover him or do some people not mark as deleviered?

It's in London, Olympic games are happening at the moment. Just wait day or two. You will have plenty of time to issue a dispute, in case something is actually happening. But it's the second class standard mail, you can't expect instant delivery.


EDIT: for some reason, I saw date 27th, not 21st. So, um, 9 days is quite a long time. Try to contact him again.

Opening a dispute via ebay is much more effective than via paypal.
They are both same company so it's the same, I found opening via ebay gives more chance on winning.
