Short, specific review here:
Good site, neutral colours (although obviously users who like dark designs will prefer it more than light design likers). Nice graphical backgrounds on the sidebar, types are nicely coloured also.
Possible improvements:
- Make the download links lighter on rollover
- change the contact us link to a page containing an image of your email (to stop spam bots)
- open downloads in new window
-consider designing the frame a little better, possibly with the use of bordered tables/divs or whatever
7/10 if you make improvements above

I consider my self as an 'stinky webmaster' lol. Anyways:
I Don't like how DDL's use APP, XXX, Music etc, Couldn't you use icons instead?
Who do we contact to link exchange? You need to setup a page for user's to see and maybe sumbit applications to get their link up. (Who know's they might not know your email is in contact us lol.)
Obviously there are rules for DDL's but yours doesn't state any it would be good if you could add the rules. Rating works, Good. For some reason NO DOWNLOADS are showing. I personally like when the downloads open in the same window, if the user has to open it in a new window they could just hold Ctrl and do it or w/e. Also a logo of the site would be good in the frame. Loads fast. Overall, Good looking DDL. 8/10.
