4GB RAM
3TB Bandwidth
300GB+ HDD
Cpanel
minimum 5 IP address
100MBPS Port Minimum, or 3TB BW on 1GBPS Port

My budget for this is around $100, willing to go a little extra for a 1GBPS Port.

Talk to DJGaurav maybe he can make you a good offer.
Because from what I know he used to include CPanel with all
of his dedicated servers. Just talk to him and see what you can
get. But I think you should increase your budget a bit if you also
want CPanel for 100 USD.
Since Cpanel alone costs around 32 USD
