your budget is very low may be you can get a VPS with that.

also what about your location, does your site contain Illegal warez linking, etc.. if not then I think you have check burst.net USA based servers. (cheap servers)

Yeah, you really don't have to buy dedis for 200 customers online, with the right setup you can host it on a vps.

May want to consider getting vps instead of dedicated server... it sounds odd however vps can handle alot of members as well or what ovh.ie there a good place if I was you I'd read the terms of service to be on the safe side.

Packages are limited but you get a fair amount of quality, premium and non-oversold bandwidth. We use the best carriers in the world, it's not some cheap crappy bandwidth.
