Hi,

Could its safe to place a php.ini file in user public_html directory in shared hosting environment for users script requirements so they can adjust the settings ? most of big host doing this like Godaddy, Hostgator, Bluehost etc.

If yes, so can on the safe mode by default in core php.ini of server/vps and disable deprecated php functions ?

We don't recommend doing it, even if you have disabled certain functions in main php.ini they can be overridden by a user.
If you are running a virtualized file system then you can enable php.ini to be overridden by users, else if on a normal setup you should lock down the system to only recognize main php.ini (/usr/local/lib) and ignore all others with dangerous functions disabled.
