Creating Localhost on PC

I have seen somewhere (I think), dont know where.

That it is possible to create a form of localhost on a pc to allow testing of software.

Would any of you great guys be able to help me?

Wampp (link above^) is much easier IMO.

They are both great, but I find Xampp better.

In my opinion, they are both easy to install, they are both "a click through the install" app.
