It depends on which phone? If you have a samsung phone, you can use KIES and sync the music. There are additional software which require to install an .apk and a .exe in windows to sync your music and playlists.

Or you could just create a playlist file, make sure all your music is in the same folder as the playlist and then just mass storage and paste all your data and you can open a playlist.
 
You could try using the second method then. Btw, why don't you just use your phone and make a playlist?
 
Hey, There are so many apps available that might be help you to create a playlist on Android. I am currently using My Playlist Maker which is best app to create a playlist on an Android. I hope this might be very useful for you.
