if ur goal is to make a favicon then simply use dynamicdrive's favicon generator

Actually favicons can be PNG's. Renaming a 16x16px .png to .ico will work. The actual ICO format is a Microsoft one and therefore it isn't used a lot for favicons dispite of the favicon .ico extension.
