Its quite impossible to check all links, so some links among them may be dead, but 95%+ should be OK.

do follow blog lists are found everywhere, same with directories and there are even websites that do them auto, and again some goes with article submission.

10$ is not a lot to ask for, but I doubt anybody will *really* benefit from this purchase.
