We count the complete and incomplete downloads.

because its 1 download per ip per 24 hours plus the rate is for 10,000 not 1,000. You can't get anything lower than this.

I think i haven't explained myself correctly. When i say only one view/download per IP in 24 hours, it's per file, if the same IP downloads a different file it will be counted. That's to aviod cheating, as i don't believe the same person downloads the same file twice.
