We've server in france. (for shared hosting)

But As Lokesh said you can try their vps, install kloxo and you will be good to go, with root ssh access.

Yes, you can use Kloxo but if you are looking for cPanel only, I would advise you to take a look on the Shared Hosting board where you can find loads of providers.
