Change modified CYB Chatbox to Inferno vBShout Pro

^^ Title. Yes, I know, it's been heavily modified and it works great but Inferno is so much better. =/ Private shouting is one of the cool features on Inferno. Plus easier backslash admin/mod commands. /ban etc etc.

there are some exploits out there for inferno. so cyb is better
