leaseweb can do that for you. Knowin servers also resells them so you could get something from them for cheaper.

Dont think your going to get windows with the server for $110, but I guess if you dont mind a setup cost you could go with a OVH, they will do the bandwidth and price for the server...but windows might bump you a bit above your budget....really unless your willing to go with 2GB ram or lose the windows you likely wont hit your budget
If your up for a VPS HQ-RDP does an amazing VPS deal, its $95/mo and its double what you want for ram, meets your bandwidth req (8TB on 1 gbit), and its 300GB space over what you wanted.

Definitely give it a check, Im on one of their RDP accounts and the speeds are amazing on the 1gbit line
