Do you own the PSD ? Its seems like that this one is made by Flash. If you bought the psd from flash then provide the psd to coder and he will code it for you.
If you are asking someone to create skin like that, then I would call it RIPPING, which is not fair at all.
 
Do you want just the design or a fully coded skin?
Cause you're not gonna get a fully custom vb skin for $30 anywhere on the net.
 
Yeah i was just about to say that SJshah, your never get a full designed/coded skin for $30 if you do it wont be up to standards or the worker has just finished first school.

I want the full custom skin for vbulletin,

if you don't want $30 i'm ready to give more!! you have only to give me amount of the money you want.

But i don't want a newbie who not gonna to create the skin and steal my money.8-)

Oh, if that's so...I can design the same skin and even add some more design effect as well but Only if you got the permission from Flash.
I can't code it I just can make the psd design.
