How are some businesses able to offer free google adwords vouchers if you buy certain hosting packages off them.

They distribute them with the use of the Google engage program. Ask a member for some coupons if you need them.. Special members like Godaddy can request them in bulk, to be distributed later.

You need to have a partner account and get those coupons. For that you will need thousands of clients. Might have some info here http://www.google.com/adwords/professionals/
