My Suggestion is to go for "Forum"
Because A Blog is Yours (You have to Manage), and A Forum is Not (Your Forum Member's will help you to develop)

Blog is more personal. Even you can other people allow to post to it, you don't have to moderate it (which might take some time as your forum grows).
Blog is more visual. A forum only has text linking to the posts. A blog can be 'spiced up' with covers, screenshots on the first page of the post.
If you post your blog posts onto a forum, you can't just copy and paste because a blog has html code and a forum has bbcode.
For a beginner, I would say start a blog. Furthermore, for a forum you need a good amount of posts and traffic to entice people to sign up. If they don't sign up, your forum will die a slow death and you realize that you better had worked on a blog.
