Block make many connections to my server

Hello,

I have Windows server 2012, I used IIS to hosting my files.
my issue with the visitor use download Application like (IDM), in default setting on IDM is make 8 connections to any file download from any site.

I want a way to Restrictions a connections in my server like allows make a one connections par ip.
I try Dynamic IP Restrictions in IIS, but is not doing any thing in connections.

I already try this limit connections per ip but i now working with IDM,
