Irc really dont use any resources what I can see, I had unrealircd running and something like 500 users there and it used 20-40mb ram :P

You might want to look into virtual servers with some kind of DDoS protection on the network level. IRC networks usually get DDoS'd, you can get DDoS'd only because someone used a nickname of another user.
DirectSpace has RioRey in front of their network, BurstNET has Cisco Guard. Those are budget providers with some kind of protection so you might want to consider using one of them.
You do need a provider that has DDoS protection as Krun!x has mentioned due to the fact that IRC servers / clients are targeted or even randomly. Blacklotus is well known and are a quality / cheap provider for todays "standard".
