Best shared offshore host?

Looking for a low cost offshore host. I realize I get what I pay for but I'm looking for multiple domains, multiple databases, and 99.xx% uptime.

Here's the kicker -> would like this for about $5 a month and would host nulled scripts, etc... probably no linking or hosting of warez

Tehnically nulled scripts are warez and I personally don't know any host that allows it. You could host your site on TheHostingPalace/any other offshore host, but if you get a complaint for hosting warez (nulled scripts), you'd have to delete it.

we allow nulled scripts(installation of nulled forum etc) and warezlinking...no uploading of warez to server
