first of all whenever you join a filehost as an affiliate make a habit of scrutinizing their PPD system
ul.to is not cheating its their download counter which counts downloads from unique IP's only every 24hrs
ul.to also has PPS along with PPD and has been alive since a long time
they are quite stable and pay on time
you will see people whining and bitching regarding cancelled payouts but actually they are credit card scammers
ignore them
its the same story with every filehost
I am a small scale uploader but for PPD I would recommend:
ul.to, turbobit.net, rapidgator.net
they have always paid on time and are stable as well as reliable
I have also been uploading to sharpfile.com the only issue is they have lost paypal for affiliate payment and the new gateways for affiliate payments are quite inconvenient for me
they are trying to add webmoney and liberty reserve
you can give them a try too once they add all the payout options

No file host can offer PPD program if they dont make money. Since paypal is gone the conversion rates on the file hosts have crashed and thus all the legit file hosts have removed there PPD program and shifted to PPS.
If somebody says they can pay a high PPD and give easy access to the files they are probably going to fail sooner or later because the traffic wont convert and they wont be able to pay anybody.
You can give us a shot if you have videos but we make money from toolbar installs. So there is always going to be some hook with which the file host would make money.. So that they can pay the affiliates.. if there are no hooks you should actually be avoiding that file host!

aa.vg i dont think so i have made 20 with them till not didnt get paid by them.
