I suggest France, and especially the OVH datacenter.

Most of the seedboxes which seed torrents on private trackers are usually from that datacenter.

So yea, the best speeds there.

Leaseweb datacenter or Ovh datacenter are best if you have access to good trackers.

Germany is also best for torrents and most important thing is its cheaper in price compared to NL and FR and unlimited bandwidth is easily available

Germany is not good for torrents because of their strict laws, I would recommend SoftLayer or Leaseweb

Most seedbox providers use NL or France so that is reason for good speeds
Ovh is king if you have scc account, take 1gbit connection and you can max it out.
