They don't have their system published for users, when you feel you've done a fair share of work from the time of your last rerate, you send them an Email and if they feel you've matched they range of the next star, you get it.
We are going to write guidelines these days, and start support board to get sites re-rated, unblacklisted and ect faster than using mailing system (because it isn't so comfortable to use mail system reviewing mails one by one).
