When a refund is made, Paypal also refunds all fee's charged for the transaction.

I dont know if you guys remember, but Terror did scam me a few months ago on a webpage design. I ended up fucking him up because I got to keep the money, but since then I knew what kind of a prick he was and just stayed away from his threads. Glad to see he is finally banned.
