Any application to add text file to all folders or rar archives

is there any application to add a text file to all folders (100's of) or rar archives ?

Is that Windows or Linux?
If Linux, a simple bash script will do (I wrote one when I needed the same thing). It's CPU-intensive as it would unarchive first, add the file and archive again. Let me know if you want me to send it over.
