Depends,
Most of them make some edits and add subtitles and this way they avoid in some way the DMCA but yeah they are illegal.
I may be wrong, but this is what I know.

They serve external download links, so they most likely just comply over DMCA complaints by removing the reported links only.

However, if the producer didn't sell blu-ray or DVD discs in the region where the website locates, the copyright owner can do nothing for it, and his website's hosting provider can reject those DMCA complaints. Maybe they will send DMCA complaints to filehosts, because filehosts usually don't confirm them.
