Your in a Germany server, trying to connect to a US filehost (HotFile). It won't be fast. The only way for it to be fast, is if you go to a US RDP provider.

I Know that, but normally the speed is up to 200kb on Germany VPS. Now is more less.

EDIT: Lozhny explain me the problem. Thanks for the support!. Problem solved.

you know about the network quality. please check your vps OS and network. Also try other website for upload speed. Nothing is wrong with the main server.
