As you may know, I am very experienced when it comes to forums.
I've ran a few big forums, and I have had a lot of success with Warez Forums in general.
Here's a few things you should do:
- Act proffesional.
- Invite your friends.
- Use a unique skin.
- SEO the forum.
- Submit to Katz.
- Post quality content.
- Write some unique tutorials and post them (Google loves that).
- Post account dumps. People are usally looking for accounts, and they will keep visiting your forum if you post alot of working accounts.
- Get some good backlinks.
- Listen to your users.
- Offer something unique, that can't be found elsewhere.

Update:
I'm gonna give you a very important tip now.
You have to look/get for active members. Those are called "Community Contributers".
To get active members you have make many community based sections, and make your friends post there. There's many "big" forums with many members, that do not have a community. Lets take a look at WarezLobby. 40k members, yet there's only 20-30 active members. You have to make these people contribute to the community somehow. I'm sure you're asking yourself, how the fuck do I do that? Well, it's not that hard. Of course, you can't make them all post in the community based sections. But I am sure you will get some active members if you try to do something. You could giveaway accounts as rewards, etc. Mass Mail your users and inform that the forum needs active users, and they can get rewarded and respected by the staff. You can also try to PM new members and say "Welcome! I hope you like the forum, and you will be a part of the community!". This will make them feel "important".

You have to make sure that he your site runs fast and smooth. The site is performance is very important. Thing about this way; You visit a site and the perfomance sucks. What do you do? You leave and never visit again. Therefor, make sure your site is fast and up all the time.
