About WebMoney Passport ?

hello guys i wanted to get that payooner ( webmoney ) card so they asked me to upload a passport picture in this page :

but the problem is i do not own a passport do they mean the real passport that one uses to travel or an identity card will do the job ?
and if i do not own a passport what to do to get the verification from WebMoney ?

There is no need to be having travel passport.Provide them other legal documents like driving license, voter card or other..
