I wanted a windows server with below configuration for setting up my development server don't worry no live website would be loaded on the server its just for my lab purpose.

Preferable server config 1tb-4tb HD+ 16GB-32GB RAM , HyperV Role(Windows Server) Server Location Doesn't matter . Got own Windows Server 2012 datacentre License .

It would be self managed.

My budget is anywere between 30$-45$ PM

I think your budget is a bit low for this configuration. Are you able to increase your budget? Even OVH is not able to offer server(s) within your budget.
