He's right, but you will have to work hard on each blog, adding new unique content every 1-2 days. It's better to make 1 blog on a good niche with keyword domain and concentrate on adding unique content, making the blog more friendly.
One of my friends has 600 blogs and he makes $17-20k / month. So there is a chance you can make lots of money if you know how to.

Info domains don't cost that much, for ex.,
also, there's free blogging platforms like blogger.
For starter, that means free hosting, and free domain name.
That is why I said AUTOBLOGS, you don't add content by yourself. You put up blog, fill autoblogging tool with info, place adsense, and forget about that blog, you move to next one.
When someone asks for advice how to make 100$ from adsense, you already know he doesn't know much about SEO, he would probably take years to get any site on first page.
You can setup 10 free blogs a day, even more, if you are hard worker.
If you want to earn serious money, that means serious investments. However, you don't have to invest everything at once. It should be gradual, so you get some money in return, to have enough to multiply your work.
YOU CAN START FROM 0 INVESTMENT, AND MAKE EMPIRE.
You just need to be damn smart.
Also, you need to learn everything about googles TOS, so you don't end up banned in the middle of the work.

Just like regular blogs. You need plugin or software, that can get content for you, make it unique, add whatever you want to be added (affiliate links, or adsense on the top or bottom of the post)

With spinning the article, you get unique content. And in most of advanced tools, you can autoinsert whatever you want, bold or italicize your keywords, remove or add links, interlink posts, and boing, you have enough unique content for google.
Well, not really in most tools...it purely depends on autoblogging software. But some of them can do all that. And much more

Yes, he is right.
I know 1 person on my country than make 600 blogger and he make $900++ one month and he targeted to make 1000 blogger, and the question is how to manage 600 blogspot and he said to post regulary and make 1 blogger to 1 topic 10-30 one day to 10-30 blogs, and optimized seo with blogspot on hight traffik, If one blog average yield $0.2 perday then than 600 hehad a blog he make $30 a day and $900++ in one month

you can earn 150+ easily with only 1 blog if you have unique contents and little traffic no need for 600 blogs for earn 300$+
