Stealth is good, but they are still prone to limitation like any other account. If you don't know your way around PayPal or you have trouble staying under the radar. PayPal is going to cook you like an Atlantic Hog On a Sunday Afternoon On A Hot Texas Day.

You can create a new account still under your name or a variation of it. The rest of the information cannot be the same as your previous. Use variation or another address you have access to create it. All traces, cookies, IP, etc, needs to be eliminated. You can use this as a reference guide...

Haven't tried them, the only one I know is available is: auctionessistance.com/shop/paypal-withdraw-service/ Haven't contacted them yet though, been waiting until I get the go ahead from PayPal to withdraw and then I will check to see what they can do.
