They provide the server, unmanaged. It's not their fault you can't get it working. It's no different to any other windows machine, and avisynth doesn't need any hardware support. There's no reason it shouldn't work other than misconfiguration.

I've never liked codec packs. Seems a bit pointless considering that with 3 or 4 separate codecs you can play everything.

Ok, so it can't decide the video. It's AC3 with XviD so install decoders for both of those.
XviD is already installed because you were able to view the thing in MPC, so it looks like you don't have an AC3 codec installed. Install AC3filter and ffdshow and you should be fine.
Firstly, there's absolutely no point having both your nameservers point to the same IP. If it goes down, it goes down.
Secondly, is there even a DNS server running on that IP? I don't see one.
The problem is probably that the RDP virtual display driver doesn't do DX9, it's entirely software based. Go into the MPClassic settings and change the renderer. That should sort it.
Directx has nothing to do with your avisynth errors though. If the filters aren't installed, install them.

There's another test file on a different company's ND gbit VPS. I was getting 50MB/sec from it to .UK a week ago. Now I'm getting 600KB/sec.

When it's downloading from torrents it's downloading from multiple places.
When you're downloading from the VPS to you it's one thread.
Use more threads if you can, use a download accelerator etc.
Could also be that your isp doesn't have good routes/peering to .DE - not much you can do about...
ssh in, check out top or htop and see if something's using the cpu, what iowait is etc.
Is it a dedi, vps, what?
If it's increasing at a specific time, do you have any cron jobs set for that time?
Or if it's a VPS, perhaps others sharing the same physical hardware do.
