well what are you gonna use it for.. maybe something like a low end server? for that it'll suffice.. but putting in money on components which are way to much outdated is just not worth it..
but if you do have old components like a processors, memory, gpu lying around aswell.. go for it.
okay! i'm on the same road as of you.. cause i am building a gaming pc aswell with almost the same budget!
now if your gonna go for a mid level graphic card i would suggest you have a good nice cpu! atleast a sandy bridge one or a quad.
Now you only have 2 options in that price range:

you have got to determine whats wrong? is the digitizer broken.. or the lcd is broke? secondly.. does the LCD work fine? it responds to touch sensations from the digitizer even if its broken?
if yes, get the digitzer only, otherwise if the lcd is damaged.. u'll have to get that aswell.
