Its a very broad question and "best" is always circumstantial. If you are building a management software for your school, I would go with PHP and Lavarrel as a framework. Is it the best? Absolutely no, but for your purope I think, the ideal solution.

If you don't have any experience so i recommed PHP, it has a lot of online resources and tutorials.

Finally all the aspects doesn't matter if you have knowledge of any language you can prefer that one.All languages are good depends on your comfort ability on the above points.
