I'm looking for a a good vps that allow rapidleech for personal use and also to host my site. my budget is 15 USD below. anyone know of a good provider?

We do allow private RL on all the plans and public RL on VPL5 and above plans.

Look for servers hosted in Netherlands, they'll typically allow things like RL, IRC, torrents, etc.
