I had no problem downloading or connecting to burst.net from USA. Got my full 32mbps download speed.

I didn't see where it said how many dedicated IPs for each type of account tho.

With that I agree except no rule that I found says that normal hosting can't be offered. You are 100% right about majority is looking for off-shore warez but this is still a good place to check for and advertise on-shore.
