What is use of tier 5 if its rate is same as "All Others" ?

The tier doesn't matter at all, the number of views in 4times/24 hours and the count after 1% are important.
Hosts that start counting after 5-10% but are in Tier 4 pay significantly less than we do for india.

If you can, then please at least make IN to $8 as Tier 4. Move remaining countries to "Other Countries". As here are many portal owners who have strong IN traffic.
