When I clicked into the report of a day, I have 1018 views of rows compared to the download number shown in the report page. It means 18 views of them are just paid $0.0080 after highest download 1000 view. Example: after highest 1000 views download it should be $8 per view download, right?

because the issue lays most likely with routing from your ISP to our network, only you can change routes
in EU we have peers / connectivity with most big parties so therefore most ppl who upload take servers either in our network or in budget networks.
connection from NL to Taiwan we can alter, from Taiwan to NL we cannot. only your ISP can.
