Can't log in

I reinstall vb and my old base sql but now i can't log in as administrator or member?
Any help please?

doesn't work

install a new copy locally (e.g. with xampp)
go to phpmyadmin and get your hashed password.
insert it in your online-database in your respective user.
Login with the PW you set on your local setup.

or check the settings why you can't recover your PW via mail.
check your logs.
