Remote upload speed died again, please check it.

I suggest to apply a fair policy for remote upload for users, just like premium user has 100 Gb as daily download traffic, you can limiting his daily remote upload traffic between 100-200 Gb, in this way no one can leech all speed, all time for himself and leave the rest of users with very slow speed.
