I want to buy a PURELY offshore VPS from a best host that allows Warez Hosting, Public Rapidleech, Torrent Flux (Yeah ! Private).

Well, my budget for 1st month is 15-20 $, as I can't risk more money after a fail !

Bandwidth might be ~ 2TB
Ram > 512MB
Disk ~ 10GB
CP - Don't care any free one and only Linux ( OOO ! Okay , Windows also )

I wandered around here and saw good replies for OpenVServers !
And pls santrex or OffshoreHost.nl or Your247host.com
Also, please suggest me if a more good one is available.

good luck running all that on 512 ram. especially a public rapidleech.
i can get you something about 10X's better for about 70
